Plans outlined by F1 boss Chase Carey aim to make racing closer and more sustainable

Formula 1 could introduce a cost cap and enforce the use of standardised car parts in a bid to reduce spending and make the races closer.

In proposals intended for introduction from 2021, F1 CEO Chase Carey (below) said ahead of this weekend’s Bahrain Grand Prix that F1 needed to “preserve, protect and enhance” in order to become “the world’s leading sporting brand”.

At the heart of his proposals is a reduction in costs, which includes simplifying the complicated power units used by current F1 racers. Today’s cars combine a turbocharged 1.6-litre V6 engine with a complex energy recovery system, but the new proposals suggest using less complicated hybrid powertrains that are louder.

“It must remain a road relevant, hybrid and allow manufacturers to built unique and original power units,” the official statement says, before emphasising the need to improve reliability so grid penalties aren’t so widely used as they are now.

That has already encouraged Aston Martin CEO Andy Palmer, whose company is a partner to the Red Bull Racing team, to speak out in encouragement. He said via his Twitter account "We are extremely pleased to hear today’s news regarding the future of Formula One. These prospective changes support many of the requirements needed for Aston Martin to enter the sport as an engine supplier. This is a very positive step in the right direction".

Engine builders are also called upon in the statement to produce power units for customer teams with “equivalent performance”, suggesting any factory advantages could be banned in the regulations. Currently, the sport has four engine builders, Mercedes, Ferrari, Honda and Renault.

Along with a cap on overall costs, Formula 1’s governing body proposes the addition of standardised parts to help reduce development expenditure. “Car differentiation must remain a core value”, the statement says. “We believe areas not relevant to fans need to be standardised.”

The cars themselves would also be altered in the new plans. The proposals say cars should be “more raceable to increase overtaking opportunities”. Although the statement does not go into further detail, it suggests the high downforce levels of today’s cars could be lowered.

This echoes intentions voiced by F1 managing director Ross Brawn, who has previously stated his desire to do away with today’s Drag Reduction System (DRS) by creating cars that can follow more closely and overtake without its assistance. A likely route to achieving this would be to reduce downforce and increase mechanical grip.

Changes to the way prize money are distributed are also called upon, with proposals for a more balanced system than today’s hierarchical system. The statement says it must be “based on a meritocracy of the current performance and reward success”. At the end of the last season, the prize money split between the 10 teams was $273million (about £195m), which was 13% lower than 2016’s $316million about £226m).

F1 owner Libery Media has set goals to make the sport more appealing to new brands, and these latest proposals appear to be designed with this in mind. But internal and external pressures could see them adjusted before implementation. Ferrari boss Sergio Marchionne recently told Autocar that if it did not agree with changes implemented by F1's owner, Liberty Media, it could leave the sport entirely.

Talked about endlessly in 2015, completely unenforceable and unmanageable. Can you imagine if Ferrari have a win taken away because they didn’t include catering in their budget.

F1 is simply a panda sitting around awaiting extinction.   Specialising too much and unable to evolve.   As the pinnacle of motorsport it should be the most exciting, but it's not.   Far from it.   Nor will it adapt to become the most spectacular because...   Well, just because.

 

Then you have the likes of Andy Palmer.   Barely able to turn Aston Martin around with hugely ambitious plans but wanting to spill all their profits in an energy drinks that already have billions to spend.   Aston's pocket change won't make any difference.

 

Palmer should concentrate on his products, getting the "wow" factor back to the V8 Vantage rather than the divisive design he has now.   His SUV has to beat the likes of Range Rover and Porsche, and that's where he needs to spend his time.   Spend Aston's money.

 

Not ignoring that those who follow F1 already are well aware Aston Martin is a badge exercise on an Renault engine that Tag Heuer have already slapped their name on.

....totally agree Symanski, F1 needs to get its shit together and listen to the watching public.

Even now it may be too late, but for sure the teams of unecessary team screen watchers (both at circuit and back at base), would be a good start to ditch...along with the ridiculous crowd falling over each other at pit stops, the tossers employed just to hand the driver his gloves/helmet, and the pricks with voice recorders to ensure every word is poured over.

Oh, and while we are at it, we see this weekend that Hamilton has been handed a five place penalty due to a change of faulty gearbox! Its time to stop penalising the driver for things he cant influence and is totally beyong their control.

By all means penalise the team, but not the driver for christs sake.

Dont know what the solution is, but do we want F1 to have standard parts, even more reliable (read restricted) engines and cost caps? Id rather see less restrictive rules allowing more engineering ingenuity and crazy ideas, engines tuned to (and beyond) the limit and drivers being fully able to display their abilities and not managing tyres or engines.

Unfortunately, motorsport has now refined itself to the point where it has lost its appeal to non enthusiasts. It is more about strategy than the actual racing and, until it takes the pain of losing some teams, the much needed rule changes won't be allowed in. Trying to make the sport a technical tour de force is madness. Did we send men to the moon to invent Teflon and Velcro or did we do it to get there? I'm really not interested in the technological advances brought in thanks to F1; I just want the sound, atmosphere, overtaking and the spectacle. There is so much money brought in by F1 that it can afford to break a few eggs and put some noses out of joint. If it doesn't make the changes that are desperately needed it will die. I haven't watched a full F1 race for over 20 years and I'm a huge motorsport fan. It's dull, to be honest.

How about 'boredom' capping. Start by getting rid of all the circuits where it's nigh on impossible to overtake. Then on the other half, allow more than one change of direction to defend an overtake.

 To be honest the way F1 is just now it’s a turn off, a fall asleep sport, all the off Track hype, the razzamatazz, it’s going the same way as E- Racing, we know it’s there but we don’t watch it because unless there’s an accident or Weather affected is just as boring and the Cars are virtually identical in spec, you might as well have retro F1,let today’s stars race 160’70’80’s vintage F1 Cars, that might b3 more fun to watch!

i dont understand why people get on at F1 all the time i watch all forms of motorsport and F1 is buy far the best its not just the racing people tune into its the full show (ie) in the paddock segments etc lets look at what there up against formula E is like watching lorrys going down a motorway when they can all go the same speed and cannot pass no sound full of drivers who couldnt make it in f1 if it did go that way then F1 would just do all electric cars that are much better.

watch classic f1 thats on sky on a night from 05-06 or 1994-1995-1996 there is as much if not less overtaking even when you take out all the drs over takes

its a great sport and just needs afew tweaks ie let them all have active suspension same one then teams wond be messing around spending money on bits you cannot say let it have standard ecu like the cars have so no tricks

just a plain front wing 2 upgrades a year aloud again cost cut with out a cost cap which is unmanagable

every body has the same rear wing again cost cut with out cost cap fia gives them this

middle of the car and floor let them do what they like

if they make the sport easy to follow it will last about 3 races before somebody comes up with something that makes its harder its the way f1 is and has always been the easiest and best way to make the show better and have more over taking is the easiest job in the world all they need to do is put a manual gear box in the car simple not going back road relevent as most cars are knowone would say its not great going back to a manula box hamilton and danny ric would love it they could of save money on ross brawn with that idea !!! x
