Thieves have stolen hundreds of manhole covers to sell as scrap, putting road users at risk and costing councils hundreds of thousands of pounds.
For example, Surrey county council has spent £160,000 so far replacing the covers, which cost up to £400 each.
High scrap metal prices have resulted in an increase in thefts, with over 500 stolen this year in Surrey alone. They are often sold abroad, so that they can't be traced as stolen.
Subsequently concerns have risen that the exposed holes could damage cars that drive over them and cause accidents if drivers try to swerve round them.
As a result, it has been proposed that any new manholes are fitted with a more advanced locking system.

To be scrupulously fair to you, you didn't actually mention the phrase "Eastern Europeans" in association with the word '"scum".
To be equally fair to you, you did say: "it didn't happen before the EU required the UK to allow any EU scum into the country."
In political terms, the UK is a member of (and therefore part of) the EU. Logically therefore, your phrase "EU scum" also refers to UK citizens.
Logically therefore, you are implying that some UK citizens are "scum", who should be treated "extremely harshly" and put in "jail for 20 years" and subjected to "compulsory sodomy".
While your sentiments are understandable (at least on the assumption that you are a mentally retarded Daily Mail reader), I suspect you didn't quite mean it in this way, given that you're hopelessly confused between the EU and the member of the EU known as the UK.

I'm not really, I'm between Leeds & Bradford. My ex-boss was a scouse immigrant to the Republic of West Yorkshire.
I haven't spotted many holes near me, far too posh for that! ;>)
