I can see this being the thin end of the wedge. We need a government that will curb this trend towards giving more and more organisations the powers to levy fines, not just on motorists, but in general. I find it very disturbing that people like traffic wardens and other minor functionaries, not always the brightest and most astute of our public servants, can impose such subjective and unprovable penalties on the rest of us. I expect that in many cases such as this proposal, the first the victim will hear of the offence will be the penalty notice landing on the doormat a few weeks after the supposed event; how do you defend yourself against such an accusation if made to make up the target quotas imposed on the operatives ? County council staff should be concentrating on getting essential services working properly, ie education, social services, waste disposal, transport infrastructure, libraries etc etc, not just dreaming up more and more ludicrous ways of raising revenue.
