"The guidance also makes PCNs valid if a driver leaves before the
enforcement officer can attach the ticket to the car. Previously the
notice had to be physically attached to the vehicle; now they can be
issued by post."
This is part of the legislation that will lead to widespread fraud amongst Parking Attendants.
The safeguard requiring a PA to "fix" the PCN to the windscreen of the car has been removed and at a stroke the government has given the green light to LA's to rake in the cash by issuing ghost tickets.
This is a sad day and one which will widen the gulf in trust between the motorist and the Parking Attendant/Local Authority.
