Has the some person counted every pothole in every county? Or are the people counting pot holes in Surrey more precise and honest? How many miles of roads are there in Surrey? How many pot holes per mile does this represent?
How many cars per mile of road are there in these counties? It is no surprise to me that Surrey has the highest 'car per mile of road' ratio in the country
How much money does Surrey spend per mile compared to other counties in rectifying these problems?
It is really rather ridiculous to report an an issue with as many variables as this with just one single measure.
