Councils face £5m parking bill

Five London councils could have to repay an estimated £5 million worth of parking tickets.
A BBC investigation discovered that hundreds of diplomatic parking bays have been set up in London without councils getting the necessary permission from the Department for Transport. As a result, the restrictions on the bays' useage cannot be legally enforced.
As a result, everyone who has received a ticket in the past six years is immediately entitled to a full refund. However, the BBC report suggests some of the bays have been in existence for 22 years, and that some repayments may have to be backdated to then.
The bays are run by the Westminster, Camden, Islington, Chelsea and Kensington councils.
