Conceived as a people’s car before the war, the Volkswagen was to sell at an artificially low price by virtue of government sponsorship, a guaranteed market, and a system of easy payments by weekly deductions from workers’ earnings. That never happened, and when production began after the war it was sold through normal market channels at what seems to be an economic price. Because of the decline in living standards produced by the war, it can no longer be considered a true people’s car, in Germany, or in Britain either, for that matter, but it has proved remarkably successful on German and overseas markets
